根据国务院粮改决定,国家赋予农发行对粮食收购资金进行全过程监管,保证粮食收购资金封闭运行的实现。这意味着农发行应对粮食收储企业所有经营活动进行监督管理、控制约束。这是农发行工作的中心,围绕这一中心,笔者认为应采取以下措施:(一)学好文件、吃透精神、提高认识、统一思想4月份以来,我市分行多次召开党组会,分支行长紧急会议,迅速、及时传达国务院的粮改决定和相关配套文件及总行对粮食收购资金封闭运行工作的指导思想和具体操作要求。认真查找分析我市粮食企业存在的亏损挂帐问题和我行工作中的薄弱环节,结合夏粮收购提出了贯彻意见和实施办法。一是明确实现封闭运行是实施国家财政货币政策的宏观调控政策之一,必须从认识上彻底转变观念,从国家宏观调控的高度来认识
