最近,我们对山东省惠民地区10多年未获地区级以上奖的科技成果进行追踪调查的结果表明:大部分成果得到了应用,并推广到一定的范围和规模,经济效益和社会效益相当明显。但仍有94项未被应用,或应用一两年后即半途终止。通过对其分类归纳和系统分析,我们认为,造成这些成果生命力弱、使用寿命短、效益差的主要原因如下:一、技术原因。如选题不准、技术不成熟、设备不配套等。这类成果有16项,占17％。有的项目在选题时未经充分论证,盲目立项;有的产品,外地早已生产,甚至处于衰退阶段,某些单位不做调查分析,认为本地没有的产品便是新东西、好东西,下大力气去研究、引进与开发;更有甚者,由于坐井观天,把一些早已陈旧落后甚至
Recently, we conducted a follow-up survey on the scientific and technological achievements that have not been awarded by the district level for more than 10 years in the Huimin area of Shandong Province.
