加强乡镇党委建设应以邓小平理论、十五大及十五届三中全会精神为指导,认真贯彻《中国共产党农村基层组织工作条例》,紧紧围绕农业现代化建设和农村的改革发展稳定大局,坚持以提高乡镇党委班子成员思想政治素质,改进工作方法和工作作风为重点,努力提高乡镇党委领导农村两个文明建设和解决各种复杂问题的能力。加强乡镇党委建设总的目标要求,是要达到“六个好”。我们必须按照上述指导思想,去谋划加强乡镇党委建设的思路,去完善加强乡镇党委建设的措施,按照上述目标,去检验加强乡镇党委建设的成效,真正把乡镇党委建设成党在农村工作的坚强领导核心。
