云南作为2003年全国第一批参加新型农村合作医疗试点的省份,2006年全省已有89个县实行了新型农村合作医疗,2007年将覆盖全省129个县。2007年6月我们赴云南省腾冲县和潞西市就其新型农村合作医疗实施情况进行了调查。腾冲县和潞西市都位于云南西部边陲,是少数民族聚居的贫困山区县(市),主要由农业人口构成,农民人均纯收入不到全国水平的三分之二,财政收支矛盾十分突出,主要依靠转移支付。
Yunnan was the first province in the country to participate in the new rural cooperative medical experiment in 2003. In 2006, 89 counties in the province had implemented new rural cooperative medical care, and in 2007 it will cover 129 counties across the province. In June 2007, we went to Tengchong County and Yunxi City in Yunnan Province to investigate the implementation of its new rural cooperative medical care system. Both Tengchong County and Luxi City are located in the western border of Yunnan Province. They are poverty-stricken mountainous counties (cities) inhabited by ethnic minorities. They are mainly composed of agricultural population. The per capita net income of farmers is less than two-thirds of the national level, and the financial revenue and expenditure contradictions are very prominent. Mainly rely on transfer payments.
