为了加速我国国防建设,兹特规定招收青年学生及青年工人参加各种军事干部学校的办法如下:(一)人民革命军事委员会所属的空军学校、海军学校及各特种兵学校,均于最近期内,同时在全国各地统一招生。凡年在十七岁至廿五岁,思想纯洁,身体健康,具有初中二年级以上的文化程度的青年学生,及具有高小文化水平的青年工人,均可报名参加。(二)各省、市(专署)、县地方政府,应根据上级政府的具体指示,吸收当地教育行政领导机关、新民主主义青年团组织、学生联合会、工会及其它有关方面,即行成立「军事干部学校招生委员会」,负责进行当地的招生工作。
