Speeding up the pace of governance development in the two regions With a brand-new look into the twenty-first century, Baiyuhua, Ding Rong and Hu Shengaiai are a mountainous and sandy area. Most of the 89 agro-animal husbandry flag counties are located in the Shasha area. Due to the poor natural conditions in Shasha area, which seriously hampered the social and economic development, the standard of living of peasants and herdsmen was very low.
