21世纪以来的高校学报改革经历了相互继起又相互叠加的3个阶段,即以“特色栏目”为主的内部改革时期、以编营分离为主的体制改革时期和当前日益深入的数字转型时期。路径选择与改革目标的错位弱化了改革的成效,高校学报的质量之忧、体制之觞至今广为病垢。数字技术对学报出版生态的革命性重构,让业界和学界欢呼雀跃,但对数字出版特点的分析发现,数字出版并不必然达成学报质量提升的改革目标。未来,高校学报突出质量之围借助数字出版平台,深化编营分离。
The reform of university journals since the 21st century has undergone three stages of mutual promotion and superposition: the period of internal reform mainly based on “special columns”, the period of institutional reform dominated by separation of camps, and the current deepening Digital transition period. The misalignment between the path choice and the reform goal has weakened the effectiveness of the reform. The quality worries of the university journals and the system are still widespread. Digital technology has revolutionized the publication ecology of the journal and cheered the industry and academia. However, the analysis of the characteristics of digital publishing found that digital publishing does not necessarily achieve the reform goal of improving the quality of the journal. In the future, journals of colleges and universities will highlight the quality and rely on the digital publishing platform to deepen the separation of operation and management.
