第一章总则第一条根据《中华人民共和国动物防疫法》(以下简称《动物防疫法》)和有关法律、法规,结合本省实际,制定本条例。第二条在本省行政区域内从事动物饲养、经营和动物产品生产、经营以及其他与动物防疫活动有关的单位和个人,必须遵守《动物防疫法》和本条例。第三条本条例所称动物,是指家畜家禽和人工饲养、合法捕获的其他动物。本条例所称动物产品,是指动物的生皮、原毛、精液、胚胎、生乳、蛋以及未经加工的胴体、肉、脂、脏器、血液、绒、骨、角、头、蹄等。本条例所称动物疫病,是指动物传染病、寄生虫病。本条例所称动物防疫,包括动物疫病的预防、控制、扑灭和动物、动物产品的检
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Animal Epidemic Prevention Law of the People’s Republic of China (hereinafter referred to as the Animal Epidemic Prevention Law) and other relevant laws and regulations in the light of the actual conditions of the province. Article 2 The units and individuals engaged in the production, operation, and other animal disease prevention and control activities in animal husbandry and administration in the administrative region of the province shall abide by the Animal Epidemic Prevention Act and these Regulations. Article 3 The animals mentioned in these Regulations refer to livestock and poultry and other animals that are artificially captured and legally captured. The animal products referred to in these Regulations refer to animal hides, raw hairs, semen, embryos, raw milk, eggs and raw carcasses, meat, fat, organs, blood, cashmere, bones, horns, heads and hooves.
