各省、自治区、直辖市卫生厅局: 《中华人民共和国行政许可法》(以下简称行 政许可法)已于2003年8月27日经全国人大常委 会审议通过,并将于2004年7月1日起施行。行 政许可法的公布施行,将进一步深化行政审批制 度改革,对行政机关依法行政提出了更高的要求, 并将对行政管理体制改革产生深远的影响。为学 习贯彻行政许可法,切实依法做好卫生行政许可 工作,按照《国务院关于贯彻实施(中华人民共和 国行政许可法)的通知》(国发[2003]23号)要求, 提出如下实施意见。
The Health Bureau of all provinces, autonomous regions and municipalities directly under the Central Government: The Law of the People’s Republic of China on Administrative Licensing (hereinafter referred to as the Administrative Licensing Law) was deliberated and passed by the Standing Committee of the National People’s Congress on August 27, 2003 and will be held on July 1, 2004 Execution. The promulgation and implementation of the Administrative Licensing Law will further deepen the reform of the administrative examination and approval system, put forward higher requirements on the administration by law and shall have a profound impact on the reform of the administrative system. In order to study and implement the Law on Administrative Licensing, we must do a good job in health administrative licensing in accordance with the law and put forward the following opinions on implementing the requirements of the “Notice of the State Council on Implementing the Administrative Licensing Law of the People’s Republic of China” (Guo Fa [2003] No. 23).
