高新科技迅猛发展和世界经济一体化,决定了经济社会发展的关键要素不再是资金和土地,而更多地依赖于人力资源,依赖于人的知识和技能,依赖于对新技术的掌握和劳动者素质的提高。西方工业化国家的发展实践早已证明了这一点。1999年4月联合国教科文组织在韩国汉城召开的世界技术与职业教育大会明确指出:“21世纪竞争的核心是造就一支有生产活力的、灵活的劳动大军。”入世后,我国的经济结构正进行新一轮的调整,需要大量的对技术创造原型进行具体化设计并实施于现实生产实践中的高级技能应用型人才,维护、监控实际的技术系统或组织系统的高级技术业务管理型人才,运用专门的知识与技能向特定顾客提供全面或综合性服务的高级服务型人才。无疑,这些人才是一个人力资源大国向制造业大国、服务业强国迈进的根本。而缘于理念、体制、培训手段诸方面的局限,我国高级技能人才的培养和使用工作还比较滞后。6月18日在珠海召开的全国高级技能人才培养与使用座谈会再次强调,加快人力资源的开发特别是高级技术人才的培养是一项十分紧迫的任务。
