以终身学习立法理念和学习型组织理论为理论基础,分析了终身学习组织公共服务质量保障立法的必要性。从提升终身教育组织执行力角度出发明确规定终身教育组织的职责与义务;从提升终身教育组织凝聚力角度出发切实保障公民参与终身教育的权利和义务;从突出终身教育组织社会公益性的角度出发对弱势群体提供特殊的服务,从以上三方面提出了构建终身教育组织公共服务质量保障立法的路径。
Based on the idea of lifelong learning legislation and the theory of learning organization, this paper analyzes the necessity of organizing lifelong learning organization’s public service quality assurance legislation. From the perspective of enhancing the implementation of lifelong education organization to clearly define the duties and obligations of lifelong education organizations; from the perspective of enhancing the cohesion of lifelong education organizations to effectively protect citizens’ rights and obligations to participate in lifelong education; from the point of view of highlighting the social welfare of lifelong education organizations Vulnerable groups to provide special services, from the above three aspects of building lifelong education organizations, public service quality assurance legislation path.
