森工企业承包经营要从有利于培育森林资源为出发点,把保护森林,培育森林资源,合理利用森林资源同企业的经济效益和经营者、生产者的利益紧密结合起来。如果只考虑生态效益,不把经济效益作为重要考核内容。企业就无法生存下去;但也不能只考虑经济效益而忽视生态效益,那将出现短期行为,后果不堪设想。笔者近期参加了吉文林业局的招标承包工作,从他们的实践中谈几点看法。
The contracting of forestry and industrial enterprises should start from the point of cultivating forest resources, and combine the protection of forests, cultivation of forest resources and rational utilization of forest resources with the economic benefits of enterprises and the interests of operators and producers. If we only consider the ecological benefits, not to economic benefits as an important examination content. Enterprises can not survive; but they can not only consider the economic benefits and ignore the ecological benefits, there will be short-term behavior, the consequences would be unthinkable. Recently, I participated in the bidding and contracting work of Ji Wen Forestry Bureau and talked a few opinions from their practice.
