促进城乡协调发展,是当代中国在改革开放和现代化建设过程中需要着力解决的战略性任务,也是新世纪新阶段加强和改善宏观调控的重要目标。“统筹城乡经济社会发展”发展方略提出近6年来,我国城乡关系变化程度之深刻、速度之快,是几十年来所没有的,基本遏制住了不断恶化的趋势,开始呈现良性互动的局面,但还存在较多的矛盾和问题。今后一个时期统筹城乡协调发展的基本思路,就是以基本公共服务均等化和发展权益同等化为中心,从优化发展战略、深化体制改革、改善调控政策和完善法律法规等四个方面,切实形成促进城乡协调发展的长效机制。
