1.2012年1月12日农业部令2012年第1号公布2.自2012年2月15日起施行第一章总则第一条为加强农业部规范性文件管理,保证规范性文件质量,根据国务院《关于加强法治政府建设的意见》(国发〔2010〕33号),结合农业部工作实际,制定本规定。第二条本规定所称规范性文件,是指农业部在履行职责中,为执行法律、行政法规、规章和国务院文件所制定的,直接涉及公民、法人和其他组织的权利、义务,具有普遍约束力并可以反复适用的文件。
