在党的十八大报告中明确指出:“以增强党性、提高素质为重点,加强和改进党员队伍教育管理,健全党员立足岗位创先争优长效机制,推动党员发挥先锋模范作用。”针对当前农村改革的不断深化和利益关系的调整,部分农民党员的思想政治观念发生了深刻变化,如何教育和引导农民党员,并充分发挥他们在新农村建设中的先锋模范作用是当代社会发展中迫在眉睫的问题。
