我山东地处国防前线,当此美帝国主义发动侵略朝鲜战争,同时侵占我国台湾省,不断侵犯我国领空领海权,严重威协着我们祖国安全的时候,全省人民在一九五一年的任务是什么呢?很明显的,这就必须把巩固国防力量与继续发展反封帝国主义斗争当作首要的任务;其他一切建设任务,必须紧密地服从与结合这一首要任务。自山东全境解放后,近两年以来,我们在各项建设工作上,虽均已获得了伟大的成就,但在全体军民中,却同时滋长着和平麻痹的倾向。这表现在对帝国主义发动侵略战争的阴谋警惕不够,对帝国主义及其走狗残余蒋匪帮所策动的反革命破坏活动警惕不够,对加强国防海防建设重视不够,以及武装观念日益淡薄与斗争意志松懈等。为了认真地实现「巩固国防力量与继续发展反封帝国主义斗争」这一首要任务,就必须首先加强思想领导,切实克服和平麻痹倾向,以达到激励与提高全体军民战斗意志的目的。在紧密服从与结合这一首要任务的前提下,一九五一年我山东人民面前的各项任务应当是什么呢?第一:继续深入地开展新爱国主义与抗美援朝保家卫国运动。这一运动,在全省无论城市或乡村,已经掀起了高潮。广大工人纷纷举行了
