一、创新观念,强化大财政意识“两保两挂”政策的实施,使缙云县财政发展步入快车道。1997年财政收入从1994年的0.55亿元递增至1个亿,年均增长22.60%。从1995年开始,每年都实现了当年财政收支平衡。但“吃饭财政”的固有矛盾,使这种平衡尚处于赤字边缘,仍属于一种短期性的平衡。在收入高速增长的同时,财政支出也刚性增长,1997年预算内支出达1.2亿元,需求与可能的矛盾并没有因收入的增长而得到根本解决。财政长期在各种矛盾和多重压力下超负荷运转,不但背负着旧体制所遗留的各种包袱,承受着各种改革所产生的难题,而且还必须为体制的创新提供支持,以有限的财力承担维持
