2000年,中央选择安徽以省为单位进行农村税费改革试点。一年来,经过安徽省各级干部和广大农民群众的共同努力,全省农村税费改革进展顺利,取得了明显的阶段性成效。一,安徽省农村税费改革的基本做法(一)认真学习,统一思想,严格按照中央精神确定改革试点方案。安徽省在深入基层调查研究、广泛听取社会各阶层人士意见、以多种方案反复测算的基础上,经过15次重大修改,制定了《安徽省农村税费改革试点方案》。方案中明确规定试点的主要内容为“三个取消、一个逐步取
In 2000, the Central Government chose Anhui Province as a pilot project for rural tax reform. In the past year, thanks to the joint efforts of cadres at all levels in Anhui Province and the masses of peasants, the province’s reform of taxes and fees in rural areas has proceeded smoothly and has achieved marked stage results. I. Basic Practices on the Reform of Rural Taxes and Fees in Anhui Province (I) Seriously study and unify their thinking, and strictly follow the spirit of the Central Committee to determine the pilot program for reform. On the basis of in-depth investigation and research at the grassroots level and extensively listening to opinions of people from all walks of life in Anhui Province, Anhui Province formulated ”Pilot Program on Reforming Taxes and Charges in Rural Areas in Anhui Province“ on the basis of repeated measurements made by various programs after 15 major changes. The program clearly states that the main content of the pilot is ”three cancellations, one step by step."
