各位代表:我受理事会委托,向大会做关于修改学会章程的说明,请代表予以审议。现行的《黑龙江省图书馆学会章程》是1986年12月12日第三次会员代表大会通过的。经过三年来的实践证明,本章程基本符合我省图书馆界的实际情况,对团结全省广大会员及图书馆工作者促进我省图书馆学研究和图书馆事业的发展起到了积极的作用。随着我国实行改革开放政策的需要,参考全国学会章程,对本章程的某些条款做了适当的补充和修改。
Distinguished Delegates, On behalf of the council, I entrust the council with instructions on amending the constitution of the institute, and I ask the delegates to consider it. The current “Regulations of the Library Association of Heilongjiang Province” is December 12, 1986 the third member congress passed. After three years of practice, this charter basically conforms to the actual situation of the library sector in our province, to the unity of the province’s members and library workers to promote the development of library science in our province and the development of the library has played a positive role. With the implementation of China’s policy of reform and opening up, with reference to the Statutes of the National Association, some articles of this Constitution have been properly supplemented and amended.
