I direct the U.S. Trade Representative to reach agreement with foreign governments that no tariffs will be imposed on all products and services delivered on the Internet and that no tariff will be levied on all equipment used to build the Internet. 2. I directed the U.S. Trade Representative to work with foreign governments to strengthen existing agreements and reach new agreements that will make e-commerce a seamless global market. This will include strengthening the terms of the recently concluded WTO Agreement on Services for Communications; ensuring that the testing, qualification and approval of products do not unnecessarily limit the transactions; ensuring that service providers have access to the world
