最近电力工业部、国家经贸委向各电管局,各省、市、自治区经委(计经委、经贸委),电力局,财政厅(局)发出通知,要求各地采取积极措施,确保实现1993年电(热)费结零的目标。一、坚持电力是商品,用电(热)必须缴费的原则,对拖欠的电(热)费要积极催缴。在回收工作中要继续执行原能源部、财政部、原国务院生产办、中国人民银行联合下发的能源经[1991]1111号文《关于进一步抓好电(热)费回收,确保财政收入的通知》。
