加强部门预算基础数据管理是搞好部门预算改革的一项重要的基础性工作,是深化部门预算改革,提高部门预算编制质量的重要抓手。近年来,北京市海淀区财政局努力开展部门预算基础数据管理工作,并取得阶段性成果。同时也感到,相关规章制度不健全、管理要求不一致等一系列问题,阻碍着部门预算基础数据管理向科学化、精细化提升。部门预算包括基本支出预算和项目支出预算两个部分,我们试从我区部门预算基本支出预算基础数据(以下简称“基础数据”)管理现状入手,在分析探究存在问题的基础上提出改进建议。
