由于外文期刊蕴藏着的情报信息量,往往比现刊更有参考价值,而且外刊具有一定的深度和广度,所以虽然过时,但是仍然具有一定的使用价值,是一份可以开发和利用的重要资源,也是图书馆工作中的一项重要任务。过刊资源的大量闲置不利于期刊资源的开发和利用。既浪费资源,也影响了图文管理功能的发挥,影响了为读者服务的质量,影响了服务工作的正常开展。目前高校外文过刊的资源利用率据仅为42.2%,不能不说是一种浪费。提高外文过刊的管理效率,充分利用过刊的资源性,是高校图书馆面临的一项重要工作内容。
