生物质资源的物流效率已成为决定生物质能企业运营成败的关键。当前我国的能源生物质供应体系及物流管理存在着战略与决策、物流环境与体制、物流运作与竞争以及供应链协同四个层面的突出问题。显然,可以从两大方面实施改善和优化:(1)宏观方面需要促进生物质能的审批机制、产业政策及配套措施的完善。措施包括:监管者自律,促进适度的排他性,避免供应体系的恶性竞争;尽快出台生物质与化石能源混燃的政策;行政力量、舆论造势、农户觉醒与市场机制的四轮驱动;资金流融通与生物质绿色通道政策。(2)微观方面则立足生物质能企业的能动性,优化策略包括:加强组织的战略视野和物流敏感度;基于关系管理的可动态重组的经纪人队伍的构建;提前参与,并行操作与窗口期突击;消减信息不对称性的契约追加与契约绑定;生产系统面向供应物流体系适应性的改造。
The logistics efficiency of biomass resources has become the key to determining the success of a biomass energy enterprise. At present, China’s energy biomass supply system and logistics management exist in four aspects: strategic and decision-making, logistics environment and system, logistics operation and competition, and supply chain coordination. Obviously, improvement and optimization can be implemented in two aspects: (1) macroscopic aspects need to promote the examination and approval mechanism of biomass energy, the improvement of industrial policies and supporting measures. Measures include: regulators self-regulation to promote appropriate exclusion, to avoid the vicious competition in the supply system; as soon as possible promulgated biomass fuel and fossil fuel blending policy; administrative forces, public opinion campaign, farmers wake up and the market mechanism of the four-wheel drive; Green Channel with Biomass Policy. (2) On the microscopic level, based on the initiative of the biomass energy enterprises, the optimization strategies include: strengthening the strategic vision and logistics sensitivity of the organization; building a dynamically reorganizable broker team based on relationship management; participating in advance, parallel operation and window period Assault; reduce the information asymmetry of the contract additional and contract binding; production system for the supply logistics system adaptive transformation.
