我市自1999年10月8日起,在市直单位对行政事业性收费、罚没收入全面实行“收支两条线”管理,并在城区及市直延伸到乡镇办的执收执罚单位全面实行“票款分离”制度。通过两年多来的努力,全市行政事业单位“收支两条线”规定落实面达到100％。今年上半年,全市入库罚没收入508万元,财政专户管理预算外资金4216万元,分别比上年同期增长47.4％和25.4％。银行代收比例也大幅度增加,由去年的23.55％上升到现在的89.19％。
