危险化学品的合理使用和环境保护已经成为国际社会的共识。我国是化学化工产品生产的大国,也是危险化学品事故频发的国家。我国目前已经形成了危险化学品环境管理的法律体系,多项配套制度联动保障危险化学品管理的有序进行,但是我们也应该认识到自身与欧美发达国家之间的差距,而学术研究正是改变的基础。笔者针对这一方面进行研究,力图弥补这一领域的空白,带动我国危险化学品环境管理的立法发展。
The rational use of hazardous chemicals and environmental protection have become the consensus of the international community. China is a big country in the production of chemical and chemical products as well as a country where dangerous chemical accidents are frequent. At present, China has formed a legal system for environmental management of hazardous chemicals. A number of supporting systems have been put in place to ensure the orderly management of hazardous chemicals. However, we should also recognize the gap between ourselves and the developed countries in Europe and the United States, Change the foundation. The author carries on the research to this aspect, tries hard to make up for the blank in this field, drives the legislation development of our country hazardous chemicals environmental management.
