武汉市汉口地区,地势低洼,四面是堤,每逢汛期大面积积水,使许多工厂企业受淹。仅1982年6月和1983年7月两场暴雨,积水给汉口地区造成的经济损失就达五亿元。党中央对这一灾情十分关怀,国家主席李先念写下了“一定要把武汉的洽河除害工作搞好,为子孙后代造福!”的题词。1983年武汉市决定治理黄孝河,根除由于积水给汉口地区带来的灾难。在人民城市人民建的方针指导下,于同年9月,全市人民治理黄孝河第一期工程——机场河分流工程
Hankou in Wuhan City, low-lying, surrounded by embankments, flooding flood every large area, so many factories and enterprises flooded.
