随着我国经济建设和科学技术的发展以及城乡政治、经济体制改革的不断深入,各行各业都面临着为适应新形势需要而进行一系列改革的大课题。我们档案系统近几年在机构设置、领导体制、历史档案开放和专业人员管理等方面,进行了很有成效的改革,但是,在业务工作方面的改革尚无明显的突破。我认为档案工作有许多业务环节和工作方法已明显地不能适应当前经济建设和档案工作自身建设的需要,亟需进行改革。本文只就文书立卷归案工作的改革作一些肤浅的论述。
With the economic development in our country and the development of science and technology, as well as the continuous deepening of political and economic reform in both urban and rural areas, all walks of life are faced with a series of major tasks for carrying out a series of reforms to meet the needs of the new situation. In recent years, our file system has carried out fruitful reforms in institutional settings, leadership system, opening of historical archives and professional staff management. However, there have been no obvious breakthroughs in the reform of business operations. I think there are many business links and working methods of the file work that have obviously failed to meet the needs of the current economic construction and the self-construction of the file work and are in urgent need of reform. This article only makes some superficial discussions on the reform of filing and filing cases.
