铁道部基建总局主持于1980年3月10日至3月15日在广东乐昌隧道工程局三处召开了“大瑶山隧道施工方棠、施工组织设计原则和科研问题讨论会”。到会的有第四勘测设计院、第二、五工程局、铁研院铁建所和西南所、专业院、西南交大、北方交大、长沙铁院、武汉机研所、隧道工程局、广州铁路局等单位的代表计80人。这次讨论会目的是确定大瑶山隧道施工方案中的
