在安理会八月三日的会议上,苏联代表马立克发言时宣称:『安理会会议不得不花费时间来讨论关于议程排列的程序问题,这已是第三天了,在这个议程的排列中,朝鲜问题将列入安理会的议程。在讨论过程中,对这一问题的两种相反的立场,已经清楚地形成了:究竟是为了和平的利益,抱着和平解决的目的来讨论这个问题,像苏联代表团目前所坚持的那样呢,这是抱着进一步使在朝鲜的军事行动继续下去,加紧美国政府对朝鲜人民的武装干涉,扩大这种侵略的范围与扩大这个战争的目的来讨论这个问题呢。
