用北美控制性能标准(control performance standard,CPS)对中国区域电网的发电控制进行评价时,存在网调机组无法参与全网调频且省电网内调频资源不能合理利用的问题。在将调频行为分成短周期调频和长周期调频的基础上,提出适合中国实际情况的调度控制性能标准(dispatching control performance standard,DCPS)及与之相适应的自动发电控制(automatic generation control,AGC)控制模式。DCPS通过对2种周期调频行为分别评价,实现了省调机组和网调机组合理参与调频,并能满足联络线要求,且电网频率能快速恢复;在相应的AGC控制模式中通过不同类型机组分别承担不同周期调频任务来满足标准的评价要求。用DCPS对南方电网内各控制区24h电网控制情况进行验证性评价,证明了该评价标准的合理性和实用性。
When using the North American control performance standard (CPS) to evaluate the generation control of China’s regional power grid, there is a problem that the grid-connected generating unit can not participate in the whole network and the frequency resource in the power-saving grid can not be utilized reasonably. On the basis of dividing the FM behavior into short-period FM and long-period FM, the dispatching control performance standard (DCPS) suitable for China’s actual conditions and the corresponding automatic generation control (AGC) Control mode. The DCPS evaluates the two types of periodic FM respectively to realize that the provincial regulating units and the network regulating units participate in the FM reasonably and can meet the requirements of the connecting lines and the power grid frequency can be recovered quickly. In the corresponding AGC control mode, Undertake frequency modulation tasks of different periods to meet the standard evaluation requirements. The DCPS was used to verify the 24-hour power grid control in each control area of China Southern Power Grid, which proves the rationality and practicability of this evaluation standard.
