世界其它国家欠发达地区的开发过程为我国西部大开发提供了许多有益经验和需要吸取的教训。我国西部开发应以交通运输业为先导 ,依据区域优势确立开发的产业导向 ,以增长点带动西部区域开发 ,实现“部分跳跃式”发展。西部开发离不开金融的支持。西部大开发要避免走“先开发、后环保”的弯路。要善于运用市场机制 ,走“市场式”开发道路 ,同时政府给予适度干预。作者认为 ,只有激活西部人“潜在的”企业家精神 ,西部才会真正被开发。
The development process in the underdeveloped regions of other countries in the world has provided many useful experiences and lessons to be learned for the development of western China. The development of western China should take the transportation industry as the guide, establish the industrial orientation of development based on the regional advantages, promote the development of the western region with the growth point, and realize the “partial leap-forward” development. The development of the west can not be separated from the financial support. To prevent the development of the western region from taking the “first development, then environmental protection” detours. We must be good at using the market mechanism to take the “market-based” path of development while giving appropriate intervention by the government. The author believes that only by activating the “potential” entrepreneurial spirit of Westerners can the West really be developed.
