At present, China has set off a “Silicon Valley fever”. More than a dozen cities in Beijing, Shanghai, Tianjin, Guangzhou, Shenzhen, Hefei, Wuhan and Xi’an have proposed to develop the Hi-Tech Industrial Development Zone in the Tenth Five-Year Plan planning.
