当前,改革已涉入深水区,横亘在前进路上的藩篱和荆棘已在前几轮改革中得到初步清理,而深层次的旋涡和暗礁,却需要花大力气、下大决心才能戬除。对国有石油石化企业而言也是如此,经过几次大拆分、大合并,国有石油石化企业已按照市场化改革和建立现代企业制度要求,改组、改制,成为上下游、产供销、内外贸、海内外一体化经营的跨国石油石化大公司、大集团,主体部分已在海外上市,与国际石油巨头同台竞争,经受了国际石油市场风霜雪雨的考验,其面貌与实力发生了翻天覆地的变化。如今,石油石化企业全面深化改革处于一个重要的历史关头:越向纵深推进,难度越大、阻力越大。这就需要改革者要敢于触碰深层利益,敢于刀刃向内,自我革命,改手中的权、去部门的利、割自己的肉、动一些人的奶酪;要敢于争当击楫中流的先锋,突破瓶颈,标新立异,吐故纳新。在7月下旬国有石油石化企业2017年领导干部会议上,几乎所有企业都将焦点对准“改革创新”上。
