赵紫阳同志在党的十三大报告中指出:“社会主义的根本任务就是发展生产力。在社会主义初级阶段,为了摆脱贫困和落后,尤其要把发展生产力作为全部工作的中心。因为国家的富强,人民的富裕,科学教育文化事业的繁荣,公有制和人民政权的巩固与发展,一句话,社会主义优越性的充分发挥和吸引力的不断增强,归根到底都取决于生产力的发展。”那么,如何使生产力得到发展,从而使我国摆脱贫困和落后的状况,这是需要认真研究的问题。
