继2010年政府工作报告之后,“加强智能电网建设”再次写入2011年政府工作报告,并纳入国家国民经济和社会发展“十二五”规划纲要。这表明,智能电网已作为国家战略予以推进实施。为了促进智能电网的健康快速发展,国家应随着智能电网建设的不断深入,采取灵活适应的扶持政策,从战略、经济、财政税收、金融市场等角度形成促进我国智能电网发展的政策体系。
Following the 2010 government work report, “Strengthening the Construction of Smart Grids” is once again included in the 2011 government work report and is incorporated into the national 12th five-year plan for national economic and social development. This shows that the smart grid has been implemented as a national strategy. In order to promote the healthy and rapid development of smart grid, the state should follow the deepening of smart grid construction and adopt a flexible and adaptive supportive policy to form a policy system that promotes the development of China’s smart grid in terms of strategy, economy, fiscal revenue and financial markets.
