2004年是实现“十五”计划的关键一年,也是全面贯彻落实党的十六大、十六届三中全会和中央经济工作会议精神,深化改革、扩大开放、促进发展的重要一年。国有企业是国民经济的支柱,是全面建设小康社会的中坚。搞好国有企业,是我国经济体制改革的中心环节。面对经济全球化进程的加快和我国加入世贸组织,国有企业肩负的任务繁重而艰巨。我们要以邓小平理论和“三个代表”重要思想为指导,紧紧围绕贯彻党的十六届三中全会《决定》,完善社会主义市场经济体制,着重做好以下几方面的工作。
The year 2004 is a crucial year for implementing the 10th Five-Year Plan. It is also an important year for implementing the spirit of the 16th CPC Congress, the Third Plenary Session of the 16th CPC Central Committee and the Central Economic Work Conference in an all-round way, deepening reform, opening wider to the outside world and promoting development. State-owned enterprises are the backbone of the national economy and the backbone of building an overall well-to-do society. Doing a good job in state-owned enterprises is the central aspect of China's economic structural reform. Faced with the acceleration of economic globalization and China's accession to the WTO, the tasks undertaken by state-owned enterprises are arduous and arduous. We must take Deng Xiaoping Theory and the important thought of Three Represents as guidance, closely follow the Party's decisions made at the Third Plenary Session of the 16th CPC Central Committee, improve the socialist market economic system, and focus on the following aspects.
