“国家安全战略的部署和落实需要坚持人才为先。”全国政协委员、清华大学化学系学术委员会副主任李景虹认为,人才队伍建设首先要有相应的平台、机制和制度,而这些需要有一个梳理、磨合和持续改善的过程,不会一蹴而就。“国家安全人才支撑体系的构建应该成为当前国家安全工作统一部署、狠抓落实的重要一环,并且要加快推进、刻不容缓。”他建议,一是在中央国家安全委员会下设立专门的国家安全人才发展战略跨部门指导委员会,统筹国家安全
