近年来我区公路管理处对国栽国有行道树(以下简称路树)的更新工作进行了探索性的改革,通过几年来的实践有效地解决了过去路树更新工作中存在的问题,使我区公路绿化工作得到了长足的发展,获得了比较显著的经济效益和社会效益.1987年,我处被河北省绿化委员会命名为“绿化先进单位”. 一、问题的提出 1985年以前,我区在路树更新和公路绿化工作中存在着两个突出的问题:第一是公路部门更新路树时收益太低.原因是公路沿线的一些部门、单位和群众把路树视为共有财产,人人伸手,公路部门实际回收资金极其有限.第二是绿化资金短缺.我区公路养护费用历年来由于干线公路多,沥青路比重大而吃紧,每年只能挤出几万到十几万元用于公路绿化.这点资金对于全区1600多公里可绿化里程的需要来说相差甚远.由于路树长期不能更新,出现了许多路树老化、干枯的路段,严重地影响了公路绿化的正常发展,针对路树更新存在的问题及绿化的现状,我们下决心进行改革.
