威镇深圳南山8年之久的区委书记虞德海在宦海中自毁于卖官鬻爵的深渊。提出“时间就是金钱。效率就是生命”的东方之子1979年,蛇口工业区筹建全国第一家中外合资企业——蛇口中宏气体有限公司。虞德海被看中并选派就任合资厂厂长。这年他34岁。1982年,虞德海被评为深圳市先进生产者。第二年他进入工业区核心领导班子,成为首届工业区党委五名党委成员之一,同年调任工业区组干处处长。在这期间,他从理论上提出后来响遍全国的象征改革开放的口号
