近年来,我们对社会发展规律的认识不断深化,着力推进以改善民生为重点的和谐社会建设,在扩大就业、改革分配制度、完善社会保障体系等方面取得了重要成就和诸多进展,但仍存在一些影响社会和谐的矛盾和问题。就业、收入分配、社会保障、医疗、教育、住房、安全等方面的基本民生问题尚未很好地解决,人民群众的利益诉求迫切需要法律保障。改善民生是社会建设的重点,是人民幸福、社会和谐、国家富强的基础条件,是构建社会主义和谐社会的基本要求。在这个背景下,立法在解决民生问题、保障基本民生中承担着重要责任。
