从词性来看,“包容性增长”是个新鲜概念,但实际上,“包容性增长”立足的是近几年发展观的变革,是一种发展模式认识上的精炼和升华。首先立足的是平衡发展观的思想认识。改革开放以来,我们的主导战略思想是“让一部分人、一部分地区先富起来,先富带动后富,最终实现共同富裕”。这种非均衡发展战略,对于启动中国经济体制改革、助推中国经济起飞发挥了至关重要的作用,经济连续增长30多年,平均每年增速在9%以上。
