南阳市鸭河口灌区是河南省最大的水库自流灌区,是全国十大灌区之一,也是全国大型灌区综合改革试点。灌区水源丰富,土地肥沃,工程配套,机制创新。控制总土地面积24.28万hm~2,支渠以上骨干渠道总长955.39km,除群众耕种的效益面积和部分工程占地外,按照国家有关政策和法规规定,尚有0.16万hm~2护渠地和部分管理、生产用地以及33.33hm~2渔场归灌区管理单位管理使用,开发潜力、利用空间较大,这是灌区目前的优势所在。要发挥优势,使这些宝贵的资源得到合理有效的开发利用,必须把握好以下几个方面。1 在指导思想上,要本着“一年启动、三年发展、五年见效”的总体方针,立足资源优势,着眼科学规划,放眼持续发展,突出
