According to relevant departments, the state will decentralize four kinds of powers to enterprises this year: (1) The company can appoint and manage its own sub-factory level and below-level administrative staff, and the technical personnel are completely used and managed by the company’s own directors; (2) Enterprises can independently determine the professional titles of technicians who are assessed according to uniform regulations.
