北京市工业能源利用效率不断提高,从2000~2010年,工业单位GDP能耗下降了66.83%。北京市“十二五”规划提出今后五年工业万元增加值能耗降低22%,达到发达国家平均水平。因此,研究北京工业能源效率提高,即降低工业能源强度的因素,是完成相应目标、制定合理政策的基础,具有非常现实的意义。本文基于北京市2000、2002、2005、2007年投入产出表及2010年42部门投入产出延长表,在全面分析了工业内24个产业部门的能源强度后发现2000~2002年、2002~2005年技术进步和结构调整都是有效降低工业能源强度的因素,其中技术进步是主要因素;2005~2007年结构调整发挥作用;2007-2010年技术进步发挥作用,并简单预测了北京市完成“十二五”规划所必须采取的措施就是进行结构调整。
Beijing’s industrial energy efficiency continues to improve. From 2000 to 2010, the energy consumption per unit of GDP in industrial units dropped by 66.83%. The “Twelfth Five-year Plan” of Beijing Municipality proposes that the energy consumption of industrial added value in the next five years be reduced by 22%, reaching the average level of developed countries. Therefore, to study Beijing’s industrial energy efficiency improvement, that is, to reduce the intensity of industrial energy, is the basis for accomplishing the corresponding goals and formulating a sound policy, which is of very realistic significance. Based on the input-output tables of 2000, 2002, 2005 and 2007 in Beijing and the input-output extension of 42 sectors in 2010, this paper analyzes the energy intensity of 24 industrial sectors in the industry and finds that from 2000 to 2002 and from 2002 to 2005 Year technological progress and structural adjustment are all factors that effectively reduce the intensity of industrial energy, of which technological progress is the major factor; from 2005 to 2007 structural adjustment played a role; from 2007 to 2010 technological progress played a role, and simply predicted that Beijing completed “ Twelfth Five-Year ”plan must take the measure is to carry out structural adjustment.
