20世纪90年代以来,俄多功能战斗机由第4代向4代半的转型逐渐成为世界空军关注的焦点。由于MIG-29SMT歼击机改装的费用是购买相似性能的新型歼击机的费用的1/20-l/15,而且改装工作不但能在本国飞机制造厂、独联体国家飞机修理厂甚至在其他国家的技术中心进行,因此俄罗斯竭力倡导改装空军主要歼击机——米格-29系列。
