今年五月,我在中国黑龙江省进行咨询工作后,向“世界卫生组织”提交报告,并在其中指出:“全科医学”学科的特点是,不论医疗保健人员本身的教育程度和工作能力如何,当“全科’的原则和概念应用于不同层次的医疗保健服务时,对病人肯定有更好和更有效的成果.这种独特的功能是其它医学专科所没有的.因此,中国有关决策当局应考虑在下列四个不同的情况下,促进”全科医学学科”和“全科医学专科”同时共同发展:
