武汉市公安局武昌区分局注意充分发挥内审的监督控制职能作用,使内部管理不断地加强。该局担负着武昌地区八十多平方公里、七十七万多城区人口的社会治安保卫工作。随着改革开放的不断深入,流动人口的骤增,一些不法分子乘机而入,各种违法案件的不断出现导致公安罚款的骤增。而该局过去的罚款管理是由一名预算外会计兼管的。于是罚款的骤增与兼职的管理形成较大反差,一度出现了乱收乱罚、拖欠挪用、私借私存、管理者无数等问题。一九八九年该局采纳了区审计局的建议,成立了内审机构,并配备了专职审计员,之后,该局对经费支
