当前,对刑事犯罪打击乏力,是普遍存在的问题。从整体看,打击力度涉及诸多方面,我们且把立法及执法环境、执法协调、犯罪预防、罪犯改造等各因素放开不提,仅就公安刑侦工作而言,若要扭转打击乏力局面,必须首先解决破案乏力问题。破不了案则无从谈打,舍此没有其他治本的途径。而要从根本上提高破案水平,必须从强化破案力着手。当前,在实际工作中,有许多本来具有破案条件的案件破不了,这是形成打击乏力、恶性循环的重要原因之一。其症结在于:我们至今还没有全面、充分、自觉、科学地开发我们的破案力。解放破案力,促进破案力的发展,是扭转刑事侦察工作被动局面,使刑侦工作走出低谷的一个重要途径。
