中国地方政府债券发行审核制度改革争论的焦点在于发行审核权的分配问题。本文利用讨价还价博弈模型,分析和比较了行政控制与市场约束制度模式下,地方政府债券发行审核权的分配状况。通过中国地方政府债券发行审核制度演进的三个假说的讨论,得出中国地方政府债券发行审核制度改革应遵循渐进式的分权改革路径的结论,并提出未来制度改革的三点建议。
The focus of the debate on the reform of the examination and approval system for the issuance and verification of local government bonds in China is the issue of the distribution of examination and approval rights. This article uses the bargaining game model to analyze and compare the distribution of the audit power of local government bonds issuance under the mode of administrative control and market restraint. Through the discussion of the three hypotheses about the evolution of the audit system of local government bonds in China, it is concluded that the reform of the audit system of local government bonds in China should follow the path of gradual decentralization reform and put forward three suggestions on the reform of the future system.
